03 Numbers Advocated as Department of Health Announces 084 Consultation Results
Article by Mark Guy
The Department of Health announced on the 14th September 2009 that all calls to NHS services should be charged at local rates – no matter what phone number is being dialled.
The conclusion is the result of the organisation’s 3 month public consultation into the use of 084 numbers in the healthcare sector.
The consultation ran between December 2008 and March 2009 and asked key stakeholders and members of the public whether 084 numbers should be prohibited for all NHS services. It received almost 3,000 responses and 90% of these said calls should be charged at local rates.
A a result of the consultation, the Department of Health is taking steps to ensure that numbers used in the NHS don’t cost patients more than regular landline numbers to call. However, precisely how they are going to do this is unclear at this time.
One of the main reasons that NHS services adopt 084 numbers is because they offer them extra functions on their phone lines which helps them deal with their callers more efficiently. Caller menu options is a popular call management feature (e.g. “press 1 to make an appointment, 2
for information about swine flu” etc.) and call queuing is also used so that patients can avoid hearing an engaged tone.
By using a non-geographic telephone number like an 084 number, organisations can also handpick a memorable phone number that their patients will recall with ease.
For total pricing transparency in the healthcare sector – the use of 03 numbers (http://www.windsor-telecom.co.uk/03-numbers.php) has been widely advocated.
03 numbers (http://www.windsor-telecom.co.uk/03-numbers.php) are non-geographic telephone numbers (like 084 numbers) that offer exactly the same call features as 08 numbers but cost people the same to call as normal landline numbers – even from a mobile phone. This is important when you consider that 44.5% of all UK calls are now made from mobiles according to communications regulator, Ofcom in its Market Report 2009.
Many healthcare practices now use 03 numbers (http://www.windsor-telecom.co.uk/03-numbers.php) including the National Blood Service, NHS Change4Life, Sefton PCT and the Brighton and Hove Cuty PCT Dental Helpline.

NHS Websites Branded a Waste of Time & Money Department of Health
Article by Harvey Mcewan
According to a leaked government report, the Department of Health’s ‘Digital Communications Review’, the NHS spends up to £86 million per annum on thousands of inefficient websites.
The review concluded that the sites were badly designed and difficult to locate, whilst also acknowledging the existence of 4,121 NHS sites in its damning critique, with a further 1,000 no longer accessible. Around half of the sites did not provide e-mail addresses, and approximately one third of live sites were deemed to contain at least one deficit in standards.
One of the main flaws identified by the report was the difficulty with which many users found the site, and when they did, were overwhelmed by the amount of information on offer to them, and the lay-out of the content in general.
It is believed that this conglomeration of sub-standard websites will serve to diminish the credibility of the NHS. Rather than a proliferation of sites not fit for purpose, the research team suggested that one NHS website would be a sound solution, providing a central point of access for users and patients.
The defunct nature of the numerous NHS websites may be due to the lack of interactivity offered to site visitors. For instance, users are not able to book doctor appointments or converse with medical staff in any way via the internet. This is different state of affairs in comparison with the United States, where physicians regularly use the web to communicate with their patients.
It seems then, that the lack of expertise in the creation of these sites, as well as a fundamental oversight in terms of the potential of an online NHS presence, has led to mass of ineffective and unused sites, ready to be admitted to hospital in their feeble and infirm state.
Such is the extent of this digital waste, that Google lists 56 million pages with an nhs.uk domain. If some, or one, of these sites were to be given a web 2.0 drip, and a session of SEO web design treatment, they may once again be fit for purpose. Although it seems they weren’t healthy to begin with.

department of health question by rayneyblu: Do you have to give the health department your private insurance?
I’m a student (23) and still on my parent’s insurance and I am having some gynecological problems that I need checked out but I do not want them to know. They will surely find out if I use their insurance. Is the health department safe and trustworthy? Do I have to provide them with my insurance information? The payment is on a sliding scale and you have to provide proof of income…will they just use my part-time job to determine what I pay? Point being is it possible to keep this from my parents at this stage if I go to the health department?

If you have insurance, you have to tell the health department. It’s fraud to say you don’t have insurance and get a cheap rate.
